As usual, this group nailed it. Bad ground. Found I have a similar problem
with one of the tail lights. I'm installing ground wires on all of them.

for the tail lights put the little spikey spire nuts under the screws that
retain them.. they bite into the paint a little and give you a nice good
ground.
